Export controls
Export controls are government rules that decide who may receive advanced AI chips, the tools to make them and, in some cases, AI models and services. In the US they are written by the Commerce Department's Bureau of Industry and Security (BIS), and other governments, including Taiwan's and the EU's, run their own lists and licenses.
